Backwashing pool --city provision--need insight

We are considering putting in pool--have house on lot that is little less than full 1/3 acre in city subdivision in DFW TX area

neighbors to left of us have pool--other people in neighborhood do as well and most houses are 6 yrs old or less but we have older neighborhoods in area around ours

I know that in my prior neighborhood in neighboring city where some pools were 20+ yrs old some people with pools had drain to the street and drained their pools there into storm drains...and some people used a hose to do it...

when I walk my dog at times in new area, I have seen plastic hoses coming from people's back yards that are obviously draining pool water to the curb ...

the current city code regarding backwashing says specifically that

water from backwashing pools must be spread over the pool owner's property

and not onto neighboring property or into the sanitary sewer (toilet drains)

which sounds like you are not supposed to run it off into the street either

does this mean we can run an underground pipe to the curb and vent the pool water that way or does it mean we can't?

or at least we might be fined if we do it with hose and we are caught...

how much of a problem is this--

anyone else in similar situation?

how is it handled?
