Help with foyer light fixture - hang at what height?

Hello from a GW newbie!

I'd like your opinions on how high to hang a light fixture in our foyer. The foyer is two stories, first floor ceiling is at 9 feet, second floor ceiling is at 8 feet. The staircase creates a narrow space for hanging the fixture - it's about 3 feet wide.

The lighting guy suggested hanging it above the second floor railing, so that the view from the second floor isn't just chain. I like that idea, but then you can't really see the fixture from the first floor. I think traditionally people hang their fixture a few inches above the first floor ceiling, so it can be seen when standing in the foyer? But if I ask the electrician to hang it at that height, would it get lost in the middle of the foyer railing? It seems like that would hide the fixture, and the only place to really enjoy the light would be the middle of the staircase?
