Toilet won't flush completely - most troubleshooting not working.

Hey folks,

This is really bizarre. From what I can see, our toilet should flush perfectly fine, and it has always worked fine until recently.

But now the water will swirl for a while, and it will slowly drain, but it won't finish the full flush and usually any solids or paper won't go down.

I've tried the following:

- raised the water level in the tank

- removed slack from the flapper chain

- checked the holes under the rim (it's a pretty new toilet actually, only about a year or two old)

- pulled the toilet up to check for obstructions (none) and replaced the wax seal, and levelled the bowl when I reinstalled it.

Nothing has worked.

When I empty a 5-gallon pail into the bowl, it flushes properly.

There are no weird sounds or anything when you flush the toilet. It simply doesn't finish the job.

Beyond "call a plumber" (which I probably will), any other things I might be missing? this makes no sense lol.
