how to stop neighbours cat entering cat flap

I have a lockable cat flap which requires both my cats to have a magnet attached to their collars to allow them to enter.

Until now this hasn't been a problem, just recently my neighbour has got a cat and I have come home a few time to find it inside my house eating my cats biscuits.

Obviously I'm not going to pay money to feed my neighbours cat along with my own.

My neighbour doesn't have a cat flap (they just leave the cat out all day and night) so I'm positive that the other cat will not have a magnet on it's collar.

There are only two ways I can think of that the other cats getting in,

1. when my cats enter, the flap isn't closing over the locking pin allowing the other cat to just enter.

2. the other cats somehow pulling the cat flap door towards them (the locking pin only stops the flap opening inwards)

Does anyone have any tips or suggestions as to what I can do to stop this happening as it's starting to become a regular occurance.
