Why would contractor do this???

When I had my kitchen remodel, contractor was to move refrigerator water line. It used to be copper and he has replaced it with what seems to be plastic. Same as line that is in fridge unit. The problem is the new line isn't providing enough water pressure, so ice cubes are smaller and getting stuck. This is causing blockages and making tempertures fluctuate.

Is there a standard spec that copper is required or are they using this new "plastic tubing" . The repair man sent new valve, but says to be used on copper only. What should I do to rectify this? Is the plastic acceptable, and how can pressure be increased. You can tell on door how slow water also comes out of dispenser.
