A fountain or water feature pump would probably fit your needs. They come in various sizes and wiht a little adaptation could be fitted with a garden hose male thread so you could attach a hose.

Rather than a manual pump I would consider a WAYNE Submersible Utility Pump.

The Wayne submersible utility pump operates on a standard 115v AC outlet and it is already set up with a standard 3/4" garden hose connection on the discharge side. The intake of the pump is on the bottom of the pump housing so it can draw down to about 1/4" from the bottom of your barrel.

You can find these pumps in any hardware store for about $80. Installation would be very easy, attach the garden hose, drop the pump to the bottom of your barrels and plug the cord in, voila, your pumping.

These pumps are rated for about 650gal/hr and in a pinch it can be used as a backup sump pump.

Came across a web site where a fellow had hitched his bicycle to a pump. He used GPM as a reference for cardio benefit level.
Lots of stationary bikes at the curb on trash day. If you're mechanically inclined this is easily do-able.

That is a great idea. Wayne pump company makes a simple little utility pump that has a 1/4" diameter input shaft that is intended to be powered by a standard electric drill motor. You could easily attach a small pulley to the input shaft and belt drive it off the stationary bike or attach a small rubber wheel on the pump and have it rub the wheel on the stationary bike in the same fashion as they do for bicycle generators.

Those little pumps are also set up for a garden hose and they only cost about $10 at any larger hardware store.

I use one of those pumps and my cordless drill to quickly drain water heaters.

Lazypup..You hit the nail on the head..I use one of the Wayne submersibles in my rain catcher (350 gallon tank from Tractor Supply). It does a fantastic job. I think I'll fashion up one of the drill pumps and see how it works with a 12v wiper motor and a solar panel.

Lazypup, that's one pretty direct route (with the drill pump). Buzzz expressed a preference for the physical aspect of transfering water- perhaps the only caveat, attaining flow similar to typical home gardenhose will require aerobic caloric expenditure.
Given current obesity demographics maybe such devices would become suburban fixtures.

An alternative to a pump would be to elevate the tank above the hose outlet and use a less restrictive sprayer. Using the gravity of the elevated water would use no power. There would be less pressure, but this works.

Can you post some pics of your setup?

If there's any slope, and there's space, I'd be tempted to rig up some sort of archimedes screw. It may not be the most practical, but it would be cool to reach back that far in technology. How about running one of those on bicycle power? It would be a Gilligan-type of thing, so you might need to skirt it somehow with palm leaves. (Bet you'd get on the local news!)
