recirculating pump vs. local/point of use tankless heater

We have a kitchen sink that's about 50 feet from our hot water heater, and we have a minute or two of cold water before we get hot water at this sink. We're trying to figure out the best way to reduce both water and energy waste for hot water at this sink. We've looked into two options:

1) a water recirculation system with either a timer or on/off switch

2) a small, electric tankless water heater that just runs until the hot water from the main water heater is there.

Any suggestions on the relative efficiency/benefits of these two options? Thanks, John
