Rainwater RO into Main Drain Access Pipes?

Is it typically against city/home code, or otherwise inadvisable, to allow homeowners to "occasionally" divert rain water (or even gutter downspout) runoff into the main drain access pipe? Some net searching is showing this has been done in the past or is still done in some country areas. I live in a city in CA.

There are two areas that are prone to flooding in my yard and they are very close to (what I assume is) the main drain access pipes. If I remove the drain cap (square protrusion off 4" pipe) I can see and hear the kitchen water running through the pipe toward the street.

During heavy rains (maybe a few times per year) I would like to run my downspout, from my wood shake roof, directly into this pipe.
