Water coming through basement floor drain

We have a floor drain in our basement that ties directly into the sewer. The last few times it has rained hard, we have had water back-up through the drain. I replaced the float plug thinking maybe that had gone bad, but it just backed up right through that the next time we had a heavy rain. I then had a few plumbing companies come out and they both suggested we just cement over it. The second company did install yet another float plug, but again, that didn't work. The water seems to just squeeze in along the sides of the plug.

I'm a little hesistant to cement over the drain as it seems kind of shoddy. Does it make sense to do that? If so, how would I go about doing it? Is there a way to seal the plug so that water can't get in along the sides? I'm getting so tired of worrying every time it rains, yet I don't want to spend thousands of dollars to get an overhead sewer installed.
