hard water with tankless hot water heater

We are in an office where we have a small tankless hot water heater in the break room. Recently the hot water heater stopped working. We were told that because of the hard water (18 GPG on average), the tankless hot water heater does not last more than a couple years. Is this true? The plumber also installed an Everpure filter in the hope that it will extend the life of the hot water heater.

Anybody have any suggestions, other than not replacing the hot water next time it goes out? Somehow $1285 to have hot water seems excessive to me. That price includes the services of two plumbers (evidently the first one couldn't do the job) plus the building engineer, as well as the costs of the tankless heater and the filter unit.
