Toilet tank filling more than the waterlevel when flushed

Hi

When I flush my toilet, I noticed that the water in the toilet tank fills but stops after a long time. When I removed the tank cover I noticed that the water is filling up the tank way above the old water mark. It finally stops. But that is more water than is needed to flush. My water bill has doubled this quarter. (Last year I replaced the flapper valve so I know that is new.)

So what part needs replacement or should I change the toilet itself.?
