I would think a 100 percent acrylic paint would stick better than oil, and you shouldn't expect any real durability until after full cure which could take up to a month. But, painting floor tiles and expecting them to hold up long term is not realistic IMO.

There is a lot of preparation for painting a ceramic tile floor. It would have to be etched and the only product that will withstand foot traffic is a two part epoxy finish. I would not recommend a homeowner attempt this themselves. I would hire a professional paint contractor that could use a spray gun and is certified in the use of industrial products. It will be an extremely expensive project and you may want to consider replacing the tile.

The counters do NOT have to be 100% match to the floors. It is a SIMPLE option to designing your own kitchen without hiring a designer....but it is not a requirement. Whomsoever made the "must coordinate" statement has put a rather tough design statement that is making this difficult for you. If you cannot get the counters to work in tandem with the floors, then go ahead and find another thing to match the counter tops to. The next logical choice is the cabinets. Yep. Those really big things along the walls that take up 10% of the kitchen's foot print. They come into play as well. There are some stunning kitchens that have a strong counter top-to-cabinet coordination. It is a snick trickier to do (you have to be good with envisioning the final project) but it has and will continue to be done in certain circumstances.
