BIN would be a sure bet, but you can use Zinsser Cover Stain and save a little dough. I just finished painting some paneling and used Cover Stain as a primer because 1-2-3 failed the adhesion test.

Not sure what you are asking and or what is going on ,but , kilz 2 is NOT the proper primer for going over oil based paint. You need a bonding primer( Zinsser's 123) for that.

So if the orifice is too small for the solids in paint, clogging or tip blowout is the result? Why would manuf. put such large tip req. on cans if so many pros use way way smaller sizes -- that's not just "a little under" spec. About prepaint, yeah you're right I'm sure. My wife isn't picky whatsoever: doesn't see the need for caulk (even when I show her gaps between the base and wall), she'll splash paint over fasteners and let it flash saying "Let's not look from this angle". Gotta love her... She would however be bothered by dirty caulk (no pun) as that happened horribly once when we used cheap caulk, unpainted, at our entryway. Trying to balance her expectations, my perfectionist tendencies, labor efforts, and hatred of brushing.

Use a stripper(eco friendly types work ok) and remove all the old paint. Reason? If it peels now, it will peel later and take any new paint. Then clean the surfaces with soap and water and let dry completely(24-48 hours). Then use a shellac based primer(BIN for interior or BullsEye 123 for exterior, both made by Zinsser) and prime. Then use which ever paint you choose. The best paint jobs are 70% preparation, 25% paint, and 5% technique.
