Paint bubbles on bathroom ceiling

My bathroom does not have an exhaust fan, I am in the process of installing a Panasonic right now.

On the ceiling I have 3 bubbles in different areas, since I have plaster ceilings (rock lath) I assume the bubbles are just paint. The ceiling was painted less than a year ago by the previous owner. I don't beleave there is a leak from above (attic above my condo), I assume the bubbles are from the humidity of my hot showers.

If anyone knows about this I would appreciate some feedback. Hopefully the exhaust fan will stop more bubbles from developing, but I need a way to get rid of the ones that I have.
