Questions on prep before painting

DH and I are having a "discussion" on prep work before painting. He contends that primer is only needed once, on unprimed surfaces, and never again, unless primer is somehow scraped or sanded off. I thought that primer must be used every time you paint, so that the job lasts longer.

Could someone do this marriage a favor and clue us in? We both formerly lived in the big city, where the landlord has the apartment painted.
