Primer for new drywall & existing painted walls

We have installed new drywall downstairs & have high gloss painted walls upstairs. We will be painting the walls with a satin off-white with slight brownish tones.

Should we use PVA primer or a primer like Zinser (?sp) 1-2-3 or Kiltz for the new drywall?

Do we need to prime the existing painted walls or just sand them to rough them up & to take the glossy sheen off? If you suggest primer which one?
