Pre-primed Hardi-plank gone chalky... HOW to prep?

First off, let me say that fiber-cement is the bees knees for ANY exterior app in a wet locale, and doubly so in the sub-tropics of So-Fla. Kudos to the ultra-experienced (now retired) handyman who convinced me to let him install it as the fascia-trim on my CBS "hurricane bunker".

That said, I probably should not have waited *7* years to get around to painting it... I mean, I wanted white, and the pre-priming was... white. Hence, the lack of urgency. ;') My bad!

NOW it's paint time, but the stuff has gotten quite "chalky"... the underlying fiber-cement is, of course, fine. So, what would the pros do to PREP and "consolidate" such a surface?
