Priming over wallpaper or vinyl-to-vinyl adhesive?

Wondering if someone can tell meÂ

I plan to paper over some existing vinyl wallpaper that is too firmly stuck to the wall to remove. (this is tentative, I am still researching other options like drywall compound.) I am thinking about using a textured paper to conceal any seams. (Though I may still apply drywall compound over the seams if that makes them smoother.)

From reading and posting here, people mention that I need to prime over the existing paper with an oil based primer to prevent the wet paste from penetrating the old paper and possibly loosening it.

In the back of the wallpaper book I have checked out, it says that if papering over a vinyl paper, use a vinyl-to-vinyl adhesive.

Do I do the priming AND the vinyl-to-vinyl adhesive? Or is it one or the other?

Plus, everything I am looking at is pre-pasted. Do I wet the paper AND apply the vinyl-to-vinyl adhesive? Or just use the vinyl-to-vinyl?
