How to wash walls before painting ... and other prepping

We are finally painting our hall and stairwell walls and woodwork after living here more years than I care to admit. We have fairly easily scraped all the previous owner's latex-over-oil base paint off the doors and woodwork and plan to sand and then prime using Gripper before painting with SW.

My main question is about the walls. After we remove any cobwebs, how do we wash the walls? Powdered Dirtex seems to be the preferred product on this forum, but how do you actually apply it? With a new sponge mop? Do you wash from the bottom of the wall up to avoid streaking? We're not looking forward to reaching the top of the stairwell for either the washing or the painting, but we are determined to do it "right."

Thanks in advance for any logistical, product, or other advice you can send our way. New carpet is waiting for us in the warehouse, so now is the time for this major job.
