Removing cellulose insulation

I have to take the ceiling down in my kitchen and dining area. The house (built in 1948) had some kind of fiberglass insulation which has deteriorated to a black powdery mess about 1" deep. Cellulose insulation was blown in about 10 years ago. What is the easiest, safest and most economical way to remove the cellulose and old material before removing the ceiling.
