how to pre-level the floor for FL?

i'm installing a stacked FL washer and dryer in my kitchen. unfortunately the floor is not level and to make matters worse, the tiles are somewhat uneven. i've spent many hours leveling the washing machine (stacking dryer is sitting on the side for no)w. when leveled, two leveling legs were raised considerably higher than the others. so while the machine is level, i'm guessing there's an uneven distribution of weight on the legs and the machine wobbles during the wash and when it begins the spin cycle.

what is the fastest, cheapest option i have? should i put a really thick piece of plywood on the floor and level the plywood with shims and then place the stacked machines on top for example? plywood + one of those concrete pads?

any advice??? i spent $2500 on these machines and i don't know what to do anymore.
