How to deep fry beef without turning it into jerky??

So, my question is pretty simple. I like to make oriental-style crispy beef (using the linked recipe) but my beef never comes out tender. It's always overcooked on the outside but undercooked on the inside. I slice the beef into thin strips (about 1/2 inch wide) and deep fry on medium heat...about 18-20 minutes. Should I be using a higher or lower heat? I've tried lower and it didn't work. I'm scared that using high heat will burn the outside before the inside cooks through. Help?! I rarely deep fry anything except potatoes so I'm by no means an expert!
