Heat Pump w/gas furnace and fossil fuel kit

When the temperature drops down below 30F (the temp setting on the fossil fuel kit), the heap pump will cut on for about 10-20 seconds then cut off and the gas furnace will then cut on. Is this the normal behavior or should the only the gas furnace cut on when the temperature is below the setting on the fossil fuel kit?

I have a 2year old Heil gas 92% furnace model H9MPD100J14C2, 1 year old Heil Heat Pump DX1500 model #E100711383, and Heil Fossil fuel kit AXWR01DFC installation. The outside temperature sensor/thermostat on the fossil fuel kit is set to 30F.

The thermostat is a Honeywell RTH7500.

Thermostat settings:

The system settings on the thermostat are:

170=7-Heat pump with backup or aux heating

190=0 Cooling Changeover valve

240=3 High efficiency furnace,

270=3 Heating Cycle Rate Gas Furnace more that 90% efficient

290=3 Emergency Heat Cycle Rate Gas furnace more than 90% efficient
