New Air Handler & Dip Switches & Short Cycling?

Just got a 3 Ton Heat Pump (Trane #4TWR5036E) and a 4 Ton Air Handler (Trane #4TEE3F8B). I wasn't the best consumer, and didn't demand a Manual J, settled for the old "500 feet per Ton", so with my 1687 house thought 3 Ton was best. The Tonage of the Air Handler was never discussed, just assumed it would also be a 3 Ton, now it appears there are some dip switches that allow them to adjust. Where are these dip switches locate? Is it normal to have a 4 Ton AH with a 3 Ton heat pump? Only reason I'm interested is because the air flow seems much more loud/forceful than before and is very noticeable. Also, "short cycling" how short is "short"? It seems like mine runs for a few minutes every half hour to maintain 79 degrees (I live in Florida, just south of Tampa). Is that "short" or acceptable?
