Does all Heat Pump have emergency heater?

We purchased an old house last November. Our both Trane heat pump systems died last week. The house does not has gas.

Unfortunately, home warranty company only covers one system (we didn't know the basic warranty only covers to 5 ton, our 2 systems add to 5.5ton).

The home warranty company gives two options:

1. replace the whole system (outside system and inside air handler) with brand new

Payne PH13NR03000

Payne PF1MNC030000

We pay about $650 for deduction, reclaim, disposal, packing, pump and modification etc.

2. get reimbursement up to $1500.

I searched the Payne model PF1MNC030000. It seems it does not have emergency/auxiliary heater.

The PF1MNC030008 model has heater. But home warranty company representative said all HP had emergency heater.

Is it true?
