Cental Air Conditioning Problems - not cooling well

I was hoping to get some advice about this. We live in a townhouse type apartment. This is our first summer living there. We noticed that our A/C was not cooling well. We would set the thermostat to around 71º F. On sunny days when the outside temp got up into the mid to upper 80s, by around 5 PM, the temp in the apartment would be around 81 or so degrees, and it would constantly run. The A/C would not get the temp down to 71 F until sometime during the morning hours after dark. Around 1 PM or so the temp would gradually start heating up again and the cycle would repeat itself. The air coming out of the vents only felt a little cool (not cold). We told the manager about this. The first thing they tried was charging a pound of Freon. This did not help. Then they said the thermostat was bad and replaced it. This still did not help. Then they checked the outside unit and found that the motor was in backwards (the fan was turning the wrong way). They fixed this, but this still did not help. Then they replaced the outside unit, but the problem persisted. Then they finally replaced the evaporator coil. After this, I finally noticed a difference in the air temperature coming out of the vents - it felt cold. However, while the temperature seems to be improved, it apparently is still not cooling correctly. For the past couple of days here, the highs have been getting into the lower 90s. Around 2 PM the temp inside our unit starts to gradually increase, and by 5 PM, the temp inside is around 75 - 77 F. This is with the thermostat set at around 71 F. Needless to say, the A/C unit constantly runs from about 2 PM until sometime during the night when it finally gets to temp. I called the person that installed the unit and asked him about this. He told me that what we are experiencing is about the best it will be. He said that our apartment complex is old (I think it was built in the 1970s) and he said that it did not have good insulation (he said no insulation but I am assuming he was only exaggerating and meant that it did not have good insulation). He also said that they will not put oversized A/C units in those apartments. We have lived in other apartments and have never had this problem. We lived in a house once that had this problem. We had to get the outside unit and the evaporator coil (and furnace) replaced which completely fixed the problem.

What else could be the problem? Could the insulation in this complex be so bad as to cause this problem? We are very concerned with how hot it may get in our apartment when the temp outside gets in the upper 90s or hotter. We live in the mid-south area and a couple of summers ago the highs were 100+.
