Manual J Air Conditioning Sizing

My existing 20 year old 2 zone A/C system for a two story colonial house in NJ has 2 24000 BTU compressor units. I believe the downstairs evaporator coil may be larger than the upstairs one. On a really hot 95+ day, those units didn't seem to keep up with the load. I received proposals for new A/C units, upstairs 30,000 BTU and downstairs 36,000 BTUs with matching evaporator coils and want to know if the larger capacity units are reasonably sized for my house. I want good dehumidification and don't want to pay extra for cooling that's unnecessary.
