New Repairman? Heat doesn't get up to temp

The repairman just left and said he couldn't do anything to help my heating problem. He said that it's just too cold out.

We have an oil burner baseboard hot water system. The past few days, when I put the thermostat at a higher temp -- say, change from 62 to 72 -- it doesn't get all the way to temp. It might move up to 64 or 66.

To test it, I jacked it up to 76 0r 78, and it only gets up to 70, then shuts down. The burner kicks on, then shuts off.

As I said, the repairman just left and said he couldn't do anything. He said that the outside temperature (we're in a cold snap here) means that the oil burner can't keep up.

I've never had this problem. In the past, when the thermostats called for heat in either zone, the burner would respond right up to temp.

Do I need a new heater repairman or does the outside temp really matter? Or what else could it be? Thanks!
