Salvaging original tile that has been tiled over

Hopefully the subject is clear. We live in a 1928 Chicago Bungalow. The bathroom has original green/white mosaic (likely crystal marble) tile which had been tiled over in the 60s with a sweet brown small square tile. We know it's there because you can see the original tiles under the access panel of the radiator.

Is it possible to remove the brown tiles and their adhesive (seems like they used regular mortar)? Any ideas on a technique? Any tools that would assist with the job?

The other thing is not knowing what the condition of the surface of the original tiles was before they covered them with mortar, if they were porous, is anything going to get that out? I've dabbled a bit with woodworking, but something tells me tile is not as simple as sanding down and recoating. TIA!
