advice for covering black mastic (possible asbestos)

Hello all,

Looking for some advice from anyone who can help. I have a 1940's concrete basement I am looking to cover with flooring. Here's my situation...a former homeowner removed black 9x9 tiles (likely asbestos) and foolishly painted over the black mastic residue with epoxy paint. Well the paint began chipping up in certain areas not after long.

Certain areas of the slab "sweat" during the summer months. Here is my plan:

1. lay down landscaping membrane
2. cover that with a dimpled membrane (Platon) to allow air circulation and drying of the moist slab.
3. cover the Platon with flooring felt
4. cover the felt with a click laminate floor, leaving a 1/4" perimeter gap

How does this plan sound? the makers of Platon recommend not sealing the edges of the floor to allow air flow. I run a dehumidifier keeping basement at 55% humidity.

Is there a concern that walking on the floor could loosen asbestos fibers in the mastic and release them through the perimeter air gap? In my research I haven't come across that specific concern. Any advice is appreciated. Thank you!
