Birthday party ideas for my mom

I'm lost! I usually have no problem coming up with ideas for a party, but this one has me stumped. My mom will be 70 this year. If you could see her, you'd think she's in her early 60's...she is very vibrant and active. I know 70 isn't THAT big a deal these days, but we were lax in doing other 'milestone' events for Mom. So I had the idea of doing something big for her.

Backround: Mom & her DH live in a 55+ park where they are mini-celebs. Mom is like the unofficial mayor of the park. They live on the coast, my kids, his kids & grandkids, and I all live a couple hours away. My brother & family live another couple hours away in another direction; and my sister lives out of state. Mom's mom won't be able to attend, but her sister might. They also live out of state.

I'm thinking of having an open house type event at the park. There is a clubhouse there that I can rent. Another option would be to have something at a casino at the beach, but I haven't checked in to that.

Not sure if Mom would be receptive to a 'surprise' but I don't really want to involve her because I want her to enjoy this day. She'd want to organize and work at it, IYKWIM. Also, I'm hoping to keep my sister a surprise. She wants to come up, but I think it'd be fun to make mom think she can't do it, then walk her in after the party is going. I'm going to contact mom's DH and see if I can feel him out for ideas, too.

So, ideas for a theme? Food, etc. Mom is famous for her annual holiday party...decorates it all up, booze flows freely, tons of food. I can't afford to feed a ton of people, let alone drinks. My sibs & kids have offered to help, but I realize they can't pitch in much $ either. So, lets get creative! Thanks
