Should I tile over this substrate or fix it?

There was a vinyl floor in an area of my bathroom. The vinyl was removed. The substrate is 3/4" plywood with 1/2" particle board over it. The particle board is glued, stapled and nailed down. When the vinyl was removed, it left adhesive residue. The floor has a latex primer over it. The primer is months old at this point. The old adhesive has managed to stay tacky. The primer in places can be peeled of with a fingernail.

I tried to remove some of the particle board from the subfloor, but the glue is so strong that it pulls the subfloor out with it. What should I do with the surface to prepare it to hold tile? I intent to lay an electric floor warming mat, then Ditra, then porcelain tile. Something tells me this loose primer and tacky adhesive will lead to problems if I put thinset right over it.
