Hand dredge a pond area?

Wasn't sure if this was the right place to ask this or not.

We live on an old property that part of it rests on the edge of a football fieldish sized oval pond with a small island in the middle.

At one time, the previous owners had a small area about 1 feet or so wide cleaned up so they could let their horses drink or put their tiny boat on the pond.
That was about 8 years ago maybe. We have been here 3 years.

Of this 15 feet or so wide area there is a deeper divot about 6 feet wide that was once clear for a tiny floating dock but now is getting choked in with cattails.

I would like to clear this area again for our enjoyment and the ponds waterfoul. It's just a few of us with manual power, can't use power stuff and can't afford expensive pumping means. And while doing this I would like to disturb the wildlife as little as possible.

I figured there must be a pre-electric way to clear a small area like this.

Any advice would be appreciated.
