Is it necessary to caulk windows if flashing tape is used?

We're installing Anderson 400 windows in new construction. We noticed that our builder has not caulked the flanges of the windows but has instead covered the top and sides with flashing tape. The exterior will ultimately be finished with stucco.

Is it common practice to just use the tape without caulking? We've seen some water inside at the sills after a driving rain, but the scratch and finish stucco layers have not yet been applied.
