The toolbar at the top of the page with File, Edit, etc. on it is the menu bar. Right click on an empty part of your menu bar and choose customize from the drop down menu. You will get a box with with a lot of items you can click on and drag to the menu bar or other toolbars. If your menu bar should be gone right click on an empty part of whatever bar is there and click on menu bar on the drop down menu to put a check in front of it. You should then have your menu bar.
