What's wrong with my tub? Caulk question.

We remodled our bathroom about 4 years. We have a basic steel tub. The surround is 4" square tiles. There is fiber-cement board behind the tiles and surrounding the floor of the tub. My problem is that I cannot get caulk to adhere to the tub/tile joint. In the four years, I've probably recaulked 10 times. The past few times the caulk has literally liquified after it appears to be dry. I have been using latex caulk, making sure the tub and tile are clean and dry and carefully following the directions. At one point, silicone caulk might have been used, but I'm not sure. I'm tired of the moldy messy tub, and I'm more tired of constantly dealing with it. Am I missing a step? Can I just leave it uncaulked?
