Time to replace a 3YO Gateway Notebook?

I have a 3 year old Gateway Notebook with a battery that is becoming very weak.

1) Can I keep running it from a/c even it the battery has very low capacity - or if there is no battery installed?

2) I see a new battery is available from one source for $48.99.

The machine seems to work well, if a bit slow (may be time to reload the OS and application to clear out all the junk) and has XP Home, (only) 1GP RAM and a 70 GB disk, that is only half full.

I can get more everything for under $500 in an Acer and a few other brands, and I suppose with Windows 7 Home Premium or better. Should I invest about $60 and a lot of work to restore my Gateway, or put it out to pasture and buy a new machine with Windows 7?

I am the same who enjoyed much help from this forum when I purchased my wife an Acer Netbook with W7 Starter. If I go to W7 too it will simplify my maintenance of the two machines - I can more or less forget XP, as I have W95/98/2000,
