Subfloor for ceramic tile

We are starting a remodeling project for a small powder room.

After taking away the existing ceramic floor tile we were left with this sight of a plywood with eneven patches of some cement type.

Taking away the plywood seems very hard to do and the uneven cement seems resistant to sanding

What would be the best and most practical solution of subfloor preparation for the new floor tile?

Would it be possible with the uneven surface to put cement sheeting or to make the florr even with application of cement with a trowel?
