Leveling bump in concrete floor for laminate

I was installing delta-fl and then laminate floor in my basement. Everything was going well until I noticed some areas very bouncy. I removed the floor laminate from that area and it turns out there is a bump in the cement of about 3' by 3' that rises above the surrounding area by at least .5" so its basically a double dip to the floor (first up then down in a circle) which causes quite a bit of problems.

I think if I try to add self leveling cement it will require a lot since it will need to go in every direction around this bump.

I am thinking of grinding this bump down. Is this a good idea? what is the best way to do this? Does Homedepot rent tools for this?
