How do you get rid of mildew in bath overflow drains?

I'm in the process of moving into a home that I purchased. (Just standing here waiting for the carpet to arrive.) The bathtub in our master bedroom (of course it had to be the master) hasn't been used since before Christmas. When I went to run the water in it, I found a gross mildew smell. After some faint sniffing, I can tell that it's coming from the overflow drain. I pulled the cover and blasted it a couple times with Lysol, but I can tell that it's still there.

Does anyone have any good tips on how to clean the mildew out permanently? I was thinking of a scrubber-on-a-wire, like we have for our fish tanks, only on a larger scale. Would bleach damage the sealant around the top of this drain? (It has silicone caulking in it.)

Any tips are greatly appreciated! I just don't want a repeat of the home I'm moving out of, which is infested with mildew and mold. :-(
