Stained Limoge china

I'm hoping someone can help me with this problem.

My husband's grandmother has recently moved into an assisted care facility and we are now packing up her belongings for storage.

While packing up her china I noticed that all of her plates have stains on them. They were stacked on top of each other and the area that was exposed to air is much darker than areas where the next piece on top rested.

My husband's grandmother was a chainsmoker and I think it might be nicotine stains, but I'm not sure. We tried washing a few pieces to see if that would help, but it is definitely stained, not just dust or dirt. It's not part of the pattern, either.

It's white (originally) Limoge china with gold plated rim. The china was stored in a cabinet that has vented wood doors. I don't believe light exposure is the problem.

If anyone has any advice to give, I would greatly appreciate it. :)
