Porceline Lamp shade Important Piece

We have what we think is an old porceline lamp shade. It came from an old Rayo Lamp. The lamp shade has five seams that forms the shade all together which is a little unusual. Probably due to the design which is moulded into the Shade.

The design features four American Eagels with a shield upon the breast, and in the right talon, one olive branch, and in the left talon, three arrows. The head is also facing to the rightside just like the olive branch. The eagel ( if that's what it is ), has its wings herald, and is perching on a laurel wreath. Below the wreath there are thirteen illumination beams. Above or opposite the Laurel wreath there are seven stars which are arching over the Eagel in a symmetric display.

There are no trademarks or identification marks as far as we are able to tell. We want to have the piece authenticated and valued. We seem to believe that the seven stars could indicate either the Seventh President i.e. Andrew Jackson, or the Seventh State which was Maryland 1788. Washington DC is in Maryland. But this is assuming that stars reresent states. We therorize that this piece was important, meaning it could of been in the oval office, Senate, Congress, Supreme Court, DoD, etc. We just don't know. We have ruled out common retail, whatever the era, mostly because of the lack of trademark.

We were encouraged to have the piece look at and reviewed for auction like Southebys'. We've never experimented with this so we're not quite sure what to expect or what cost might be involved. We would like something certified to 1), Identify the piece. And 2), determine its value.
