Do I have enough room to start tomatoes indoors?

Hi,

My plan is to get a shop light with a plant fluorescent tube, and use it to start some tomatoes indoors so that they will be ready to transplant outside once the weather is warm enough. I should probably get going in the next month or so.

I'm curious to know how much room I will need. I live in a tiny apartment. I have a shelf that is above my washer & dryer that is about 6 feet long, 11 inches deep, and 19 inches from the ceiling. It looks like the shop lights are about 4 inches tall, and they need to be kept about 2-3 inches from the plants, which means that I will run out of room if the plants grow higher than a foot or so.

Do you think this will be a problem?
