Heating Large Basement

My home has a very large (about 2000 sq ft) finished basement that does not get warm, despite having ductwork from the furnace. The problem is, it shares a thermostat with the main level, which heats up very quickly, turning off the heat.

What would be the best way to heat such a large space, short of adding dampers and a separate thermostat?

Efficiency is a concern, but speed is probably a bigger one.
