Screech owl perched on my chimney

At noon today, I saw a screech owl perched on top of my chimney. This was the first time I noticed one in my area. 3 hours later, it is still there. I'm surprised that it is perched in such an exposed area during daylight. The other curious thing I noticed today under my bird feeder which is just outside my window was something that looked like blood drops. Perhaps this owl killed a songbird and flew to my chimney to digest? Just a guess as I'm not very familiar with this owls habits.

Is it 'normal' for this owl to be perched in such an exposed area during daylight?
