Is this Procecidochares atra fruit fly? S.E. MI USA

I found this insect expressing an unusual interest in a goldenrod bunch gall but I'm not convinced it's a Procecidochares atra fruit fly. First, it doesn't quite look like photos I've seen of the fly and also, I'm not sure this is the type of bunch gall that fruit fly is responsible for. Is it just some kind of bee?

    He's definitely not that, but he is a fly of some sort. How did you get him to hold still for that photo? :)

    Looks like a hoverfly, perhaps Helophilus.

    I figured it was just a hoverfly but I was really hoping for the fruit fly. For some reason he didn't budge as I walked around taking photos from all angles.

    Yes, definitely Helophilus genus Syrphid fly.

    The fruit fly mentioned is very dissimilar.
