IDing a raptor

Hi,

I live in Northern IL near chicago. A raptor of some sort has visited my yard. I have been trying to identify it. It's somewhat smaller than a mallard duck and quite a bit larger than mourning doves. It's usually trying to hide in the tree or the shrubs. The breast is mostly white with a few streaks. The color is brown (sorry I can't get a picture, it flies away whenever it notice me watching it). I have yet to see it catch anything.

I thought it may be a red tail hawk, but the squirrels seemed to ignore it. I thought red tails eat squirrels. All of the ducks take off immediately when they see it even though they are bigger.
