Long thin black 'beetle' with brown dot on back eating hibiscus.

I was hoping someone could help me out here...

The lower leaves are just absolutely gone except for 'veins'. The bugs are a total swarm (they fly or hover around to go from leaf to leaf) on the hibiscus and I haven't seen them on any other plants. I have three major big hibiscus plants at one part of the yard which is where the swarm happens, and I have two more in the backyard that's starting to get bigger but are getting noticed by these bugs as well.

They return every year and we've tried bug spray which kinda works but this year, the dogs will be exposed to the plant so we don't feel safe using bug spray.

Can someone identify this bug and tell me the best way to get rid of them?
