Holes in my Bell Pepper leaves

I just started finding holes in many of my green pepper leaves, which by the way, are producing very very sparingly. I cannot see any worms, beetles or other critters. The peppers are in a massive container on the deck about 3' away from an Earthbox with tomato and several other container tomatoes.

I have found some little brown pellets on the deck but I don't think they are hornworm poop - rather, I think they have fallen from the oak tree during recent storms, as in baby acorn thingies.

What might cause holes in pepper leaves, especially when they are right next to several very leafy tomato plants which do not have any leaf chewing damage? I did search for hornworms today, but could not find any. That doesn't mean they may not be there, but those boogers are hard to see, especially in the tomato jungle.
