What's taking so long?

We have taken down one of our houses and relocated the bluebird house that was attacked (by what we think was a wren). The bluebirds are back, checking out the relocated house. The problem is that they aren't building a nest. The male blue stands at the box all day and goes in and out of it. He has been doing this for about a week. I see the female with him every once and a while, but not much. She doesn't seem to want to go into the house. I sometimes see her standing on the post where the house used to be before relocation. The place where we relocated the house is where an old house contained a sparrow's nest, is that deterring them? I am wondering why they haven't built a nest yet after all of this.
